Scott Young

Scott has over 25 years of experience in public policy, advocacy, and compliance. He worked in DC for various organizations, including the American Institute of Architects, the National Education Association, and the National Conference of State Legislatures.
His work on President Bush's No Child Left Behind Act propelled him into the national spotlight. He worked closely with state departments on implementation and waivers, testified to legislatures, presented/public spoke to large groups, and was often quoted in the media. His work culminated in leading a bipartisan task force in an investigation of the law and authoring a final report making recommendations to Congress, which led to the dismantling of the law several years later. (There were positives to the law, which have fortunately remained.)

He continued advocating for public education on Capitol Hill before joining a Fortune 500 higher education group as a compliance specialist. He was responsible for ensuring the institution and individual programs were compliant with various state and federal laws, including working with hundreds of enrollment advisors to make sure programs met educators' licensing requirements. Additionally, he led their College of Education to become the first online, for-profit college in the country to achieve national accreditation.

After moving back to Colorado, Scott joined the Animal Policy Group (APG), a small start-up focused on animal health policy. He created the nation's most comprehensive tracking system of policies and led the advocacy efforts for all issues. APG grew significantly over the first five years to include animal welfare, pet care services, pet products, shelters/rescues, pharmaceuticals, and pharmacy issues.
